Why do we replace seals with locks in some cases?

Seals are generally lighter and smaller than locks, which is especially important for shipments and cargo. Most locks cannot detect signs of tampering. While seals (e.g., tapes) can be hidden, locks cannot. Most seals are more resistant to corrosion than locks and perform better under harsh environmental conditions.
